Northern Europe

The Northern and Boreal region of the AELCLIC-Pathfinder project comprises the Scandinavian and Baltic part of Europe and includes 4 Pilot Landscapes. The Malmi district of the city of Helsinki (Finland), the agricultural and protected Hyyppä river valley in Finland, the Tornio river valley in the sparsely inhabited Lappish frontier between Sweden and Finland, and the extensive, intertidal lands of the Tønder region (Denmark).

According to the European Environmental Agency, the Nordic and Baltic region will experience a temperature rise much larger than global average, a decrease in snow, lake and river ice cover, an increase in river flows, a northward movement of species and an increasing damage risk from winter storms. At the same time, the area will witness an increase in crop yields, a decrease in energy demand for heating, an increase in hydropower potential and an increase in summer tourism. These general impacts will be studied and complemented in detail with different local stakeholder in the AELCLIC Pilot Landscapes in order to co-identify the consequences of climate change in peoples’ livelihoods and in the way they interact with their landscape.

Pre-identification of key stakeholders (governmental, economic, academic and social) The Landscape Observatory of Finland includes a wide range of partners and will help us to contact local municipalities, economic partners (e.g. association of farmers, forests or tourist companies and NGOs)

– New third parties will join during the constitution of local networks/consortia in the Pilot Landscapes

MALMI DISTRICT (Helsinki) 

The Old Malmi AELCLIC pilot-landscape includes a consolidated but developing urban area around the old Malmi railway station. According to the strategy, visions and guidelines of City of Helsinki, this area will acquire new and multiple functions and will catalyze the transformation of the Malmi district. The AELCLIC project will add the Climate Change Adaption layer to the coming plans. The area covers 25 ha approx


This decision was based on the opportunities provided by this area to combine Climate Change Adaptation Strategies in an existing urban area under renovation (old Malmi town center). In addition, this pilot site would support existing studies and public participation by adding Climate Change Adaptation into the discussion

• The Malmi district center site will permit to incorporate a consolidated urban area in the AELCLIC project. The City of Helsinki is planning to develop the Malmi district around its old railway station. This station will acquire new and multiple functions and will catalyze the transformation of the district according to the principles of the Helsinki Strategy 2050 and the Old Malmi Vision which is currently being developed by the city of Helsinki . In particular, the Pilot Landscape covers an area of 25 ha approx. and is located close to the new urban area that will be developed in the closed Malmi airport.

• The drafting of the Old Malmi Vision will include a public participation process and differentworkshops with a wide range of stakeholders. 

• The City of Helsinki has defined a Climate Change Adaptation Programme that will inform the development of future plans and actions •In this context, the AELCLIC project is perceived as an opportunity to add the Climate Change Adaptation layer in the Old Malmi Vision and to apply in a concrete site the principles and guidelines of the Helsinki Climate Change Adaptation Programme.
• In addition, since the AELCLIC project is based in the deep collaboration between economic, social, governmental and academic actors (co-definition of work plans, co-identification of impacts/opportunities and co-delineation of contents of a LACAP), the project will provide a the possibility to integrate top-down and bottom-up approachesPARTNERS, THIRD PARTIES AND LOCAL NETWORK:

HYYPÄNJOKI CULTURAL LANDSCAPE

 

The Hyyppä AELCLIC pilot-landscape represents the varying riverside cultural landscape of open agricultural expanses in Kauhajoki, Southern Ostrobothnia. The area covers 5000 ha approx. and is one of the the Finnish Nationally Valuable Landscapes. TORNIO RIVER

 

The Tornio AELCLIC pilot-landscape is situated in the highly sensitive boreal region and  includes the inhabited areas of the municipalities of Tornio (FI) and Haaparanta (SE). The area has exceptional environmental and cultural values and a transnational character with deep functional connections between both municipalities. The AELCLIC project will help local stakeholders and authorities to co-identify the impacts of climate change and to co-define potential contents for a Landscape Adaptation. TØNDER MARSHLANDS 

The Tønder AELCLIC Pilot Landscape is located near to the Wadden Sea and its Intertidal Wetlands. This pilot was chosen due to its extreme sensitivity to Climate Change. This area is one of the most advanced regions in Denmark and Europe in terms of Climate Change studies and adaptation (toendermarsk-initiativet). Therefore, the AELCLIC project will incorporate it as a Reference Case to study the processes, challenges and models used in the development of adaptive and mitigation actions, policies and programmes and, on the other hand, promote an overall and constructive reflection with the local stakeholders about the existing initiatives.
